There was no anticheat on previous Escape gaming tournaments on HD edition and that wasn't ever problem for anyone(+Zak stated they would spend time analyzing recs). Lag reductiong isn't as signingcant on voobly as you claim without evidence as they would have forward ports and used userpatch,some delay is always there on all platforms due pcs and connections. Rec view is Escape gaming policy for better quality(no delays or other issues,player feedback: e.g TheViper) so moving tournament to voobly didn't change recs to spectating games live,spectator overlays can be used on all platforms,on voobly it's just mod.
